How to sort the display order of articles & admin msgs?

Hello,
I currently have one admin message and 9 articles (or news stories).
1) Is it possible for me to move one on the top of other etc, i.e., the way they appear on index.php? If yes, how? [What I am looking for is something like a set of small up and down arrows besides each article In the admin menu to move them around]
2) Also how can I make so an article appears between two admin messages rather than all the admin msgs appearing on top of all the articles (the default way)?
3) Can I make a news article appear only for registered (and ofcourse logged in) users? If yes, how?
