  I'm looking for a good downloads module. I want to be able to allow users to upload files but I'm not entirely sure how I can get it to work without it automatically uploading the file to the server.
  
  I'd like to have it setup so that users can browse for files on their own system, or give me a URL to the file and then I can later approve the file. But how would this work without the file getting automatically uploaded?

  I am not sure it does 100% of what you are looking for, but, have you looked at DownloadsPlus?

  Do a search on upload download you should find what you are looking for.
  Also portalzine.de has this module, it works great.
