Does anyone know of a module or block which can display static text for every topic just like the admin messages which displays on every page, i would like one that displays text relevant to that topic only.

This could be done uing display hooks; but AFAIK no such module does exist right now. Shouldn't be too hard to do...

How can i do it using display hooks? Does this mean hacking the news module? -

BTW: You CAN use EZComments for this: Set the permissions so that only you can post comments, others only see them, and edit the emplates to your needs. If you don't need EZComments for anything else, this might be sufficient for you.
