Editing weblinks block

I'm trying to edit the weblinks block (the one that shows the latest links) but I'm not sure which file to edit, or where in the file to edit it.
Currently it just shows the latest links, but I would like to add a link at the bottom of it that users can click to go to the regular web links page.
Anybody have any ideas which file I should edit, and where to edit it? I've searched the code and the forums for an answer but haven't found anything.
