First, can someone give me some sites to get free or low-cost (as in $25 or less) themes? Especially if there's someone willing to do a custom theme cheap.
I browsed some of the files that make the core themes, and I'm guessing I'd need to know PHP (which I don't) to be able to create my own themes, am I right? Just want to be sure.
