Sorry been busy with real world stuff for a couple of days and have lost track of threads i'd contributed too. To answer your query basically 'what Martin said'......
The theming system in the .7x series is pretty much the same system that was in phpnuke when the code was forked with some minor improvements. PN's development methodology has been to focus development in one or two areas at a time for each major release.
Initial efforts where providing the lean stable core, the API's and module development standards. The next one is theming and the modules. All of this is why the version number is currently as 0.726 i.e. a pre v1.0 project.
