To allow non-members to submit news you need to change their particular permission set-up under the admin panel/permissions.
there is a walk through in the .pdf file that comes with the phoenix release and if I remember right the steps you are looking for are outlined directly there.
As for your site: the purple text is extremely hard to read on the black background.

Thanks for the help, i forgot about the permissions module.
I have changed the text colour to white now so it can be read easier, i think i may have the brightness on my monitor at a higher level.
Still looking for thoughts on the site. -
