  When You Don't Have Rights and You Try To Get to a Page You Have no Authorisation to Watch You Get for Example:
  
  Not authorized to view story A prescription for the Japanese economy
  
  First It Is rude, second the surfer Doesn't Know Why He Was Given the Boot :arrow: and Third in Case It is because He Is Not a User It Should open the user.php page This Way We Have A Happy Surfer and a New registered User!
