i get this error messege while i run the install.php
any help plz ?

It's not an error but a warning. The installer attempts to override the default execution time limit to make sure that the table creation process works.
Your server is in safe mode so this can't be done. The installation should precede ok anyway. You may find problems with some modules due to safe mode though. Modules that may cause a problem are galleries and anything that includes any kind of upload function.
