This can either be done from the command line if you have shell access (use the chmod command), from your ftp client or from your hosts control panel.

If using a ftp client look for a menu option labelled file permissions or something similar. The exact option will depend on your ftp client so you'll have to look at the help for your particular client to locate the exact option.

In which case cuteftp is your ftp client. There may be a tutorial for cuteftp and changing of file permissions. It's a windows application so try the help menu.

To quote from the CuteFTP help file:

    Quote

How do I change the permissions of my files (CHMOD)?
Connect to your server using CuteFTP Pro. Click on the file you wish to change permissions to highlight it. Right-click on the file and choose Properties. The different options for the permissions are located at the bottom of this dialog box. Only servers that support the CHMOD command will let you change permissions. For the servers that do not support CHMOD, you cannot change permissions.
