Right blocks not always visible? (n00b question)

Is there any way to get blocks assigned to the right side to stay visible? For instance, when I'm in the admin section, I can't see any right-block changes I make. The admin section takes up the entire right side.
I apologize if this has already been posted, I ran an unfruitful search.

Greetings,
There are two ways I know of to do this:
1. You have to open the index.php file of each module that you want right blocks to display and add:
$index = 1;
just after the top credits.
2. Use the xanthia template engine along with xanthia enabled themes.
