You can restrict access to items based on the topic for example in most modules. Also in the standard News module.
Sounds to me you would like a module that suports static content with a category system and category (topic) based permissions. That is doable in pn0.8 and pn764.
There are modules for pn764 also that allow for all kinds of content like in Content for pn0.8 also. Scribite also has a version for pn764 as well

But if you're starting up a new site it would be wiser to start of with pn0.8 (bugfix weekend to go for the release is going on right now). A lot of new opportunities are coming (or are already there

) for pn0.8 and the newer ones will not be compatible with pn764 (or at least not to the full).
