Are you trying to install it on a 0.8RC3 install or a 0.764 installation? The 0.764 contains the pntables in the root directory (where you installed the postnuke files).
0.8RC3 does not contain a central pntables.php in the root directory and web_links is not supported as such in 0.8.

Yes I'm using 0.8RC3
Do you know another module like Web_links to have a web directory on PostNuke and allow visitor to submit link?
Check out the links I put in there. They lead to 2 topics going on about a weblinks module for pn0.8. There seeems to be one in the making, but to make sure post a question in those topics.

No they dont suggest any other web directory module.
They only said that Web_links is not ready for 0.8RC3
